OCC calls on community banks to enter the stablecoin payments market

The U.S. banking regulator is encouraging smaller lenders to develop stablecoin services as new federal licensing requirements approach.

The U.S. Office of the Comptroller of the Currency (OCC) on Monday called on community banks to enter the stablecoin market, including by applying for permission to issue their own dollar-pegged tokens.

The regulator said it wants community banks to help shape the future of payments and encouraged them to apply directly or through subsidiaries to become permitted stablecoin issuers under the GENIUS Act.

“These opportunities complement the OCC’s Community Bank Comeback initiatives to right-size regulation and tailor supervision so community banks can grow, compete, and continue serving their communities,” said the OCC, the independent bureau of the Treasury Department that regulates and supervises national banks, federal savings associations and federal branches and agencies of foreign banks.

The invitation comes as U.S. banking groups have pressed lawmakers to restrict stablecoin yields, concerned that interest-paying tokens could draw deposits away from traditional banks. The OCC is now trying to motivate smaller lenders to enter the same market, rather than leave stablecoin payments to large banks and crypto companies.

In a separate bulletin published Oct. 21, the OCC said stablecoin issuers must comply with its newly finalized GENIUS Act regulations starting Jan. 18, 2027, when federal approval requirements take effect.

Existing issuers that submit substantially complete applications by that date may request temporary waivers allowing them to continue operating while regulators review their applications. The OCC said it generally expects to grant such waivers where appropriate.

The regulator has yet to begin accepting applications but said the process will open after the required federal paperwork approval is completed.

The OCC has recently been under fire. The Independent Community Bankers of America (ICBA) sued it, accusing it of exceeding its legal authority in granting national trust-bank status to crypto firms.

However, the OCC’s series of trust charter approvals for crypto firms is different, as those firms do not operate under the same business model or intend to offer the same services as typical community banks, an OCC spokesperson told CoinDesk recently. Senator Elizabeth Warren asked the OCC to explain its chartering of nine crypto-focused institutions, which she argued do not meet federal regulations and constitute a risk to the financial system.

Diversified RWA stablecoins sustain 5-7% yield from real credit as crypto funding compresses to ~4%. GENIUS pushes yield off-chain; TAM grows to $4B in 3 years.

Asanat Analysis — Why it matters

The OCC's push signals regulatory acceptance of stablecoins as infrastructure rather than speculative assets, but targets community banks specifically—institutions with ~$10-50B in assets that lack crypto expertise and face compliance costs. This differs sharply from the 2023 OCC guidance that effectively locked major banks out. The timing aligns with forthcoming federal stablecoin licensing frameworks (likely MiCA-adjacent), suggesting regulators want distributed issuance to avoid systemic risk concentration.

For community banks, entry barriers remain steep: capital requirements, AML/KYC stack, reserve custody, and state-by-state licensing. The OCC's encouragement is aspirational rather than prescriptive. Real adoption hinges on whether the regulatory framework is actually manageable for sub-$50B institutions. If it is, this creates a fragmented stablecoin ecosystem where local banking relationships compete with crypto-native platforms—but only if margins justify the compliance overhead.
